Coastal Facility Dangerous Cargo Conformity Certificate Directive Activities

The "Regulation Amendment on the Issuance of Coastal Facility Dangerous Cargo Conformity Certificate" dated 29/09/2022 includes the principles and procedures for the issuance of Coastal Facility Dangerous Cargo Conformity Certificate to coastal facilities that handle and/or store dangerous cargo.

The following issues are defined in Article 14 of Annex-1 titled "General Requirements" and Article 5 of Annex-4 titled "Requirements for the Safe Handling of Dangerous Liquid Bulk Cargoes" of the said Directive.

Annex-1 Article-14

"Emergency exit, adequate ventilation and water discharge system shall be installed in closed areas used for temporary storage. Coastal facilities are required to obtain a conformity report regarding the conformity of ventilation, emergency exits and water discharge system of the closed area, with a maximum validity period of three years, from the classification organizations authorized by the Ministry within the scope of the Regulation on Authorized Organizations for Ships or from the mechanical engineer registered with TMMOB employed in the coastal facility. These requirements must be shown on the layout plan and installed in the closed area. Dangerous cargo cannot be stored in closed areas that do not meet these conditions."

Annex-4 Article- 5

"In coastal facilities, except for buoy facilities, appropriate size, standard and number of release hooks shall be installed and all ropes of the berthing ship shall be connected to the release hook. If the company producing the release hooks has a test report from an independent internationally recognized organization; the coastal facility shall have a document issued by authorized organizations within the scope of the Regulation on Authorized Organizations for Ships stating that the release hooks are placed in accordance with the project of the facility and that there is a magnetic crack test strength report, and this document shall be renewed every 5 years. If the company producing the release hooks does not have a test report from an independent international organization, in addition to the document received from the authorized organization, the pull tests of the hooks shall be tested with a tugboat or onshore traction force method and a certificate shall be obtained. There is no obligation to install a release hook in coastal facilities that only handle asphalt products.''

Türk Loydu, which operates as an authorized organization within the scope of the Regulation on Authorized Organizations for Ships, provides services within the scope of reporting that the release hooks are placed in accordance with the facility project, supervising and reporting the tow test, conducting and reporting magnetic tests, and conducting and reporting the periodic control of closed areas used for temporary storage.
